An Entrance Permit must be obtained for any works done to any entrance (driveway) that affects the municipally owned roadway. These works include the installation, relocation, redesign, and paving of an entrance including the installation of a new culvert.
To apply for an Entrance Permit, a Property Entrance Permit Application Form must be completed and submitted to the Engineering Department for review and approval. Along with your application, please include a drawing, which outlines the entire property dimensions; outline existing driveway width; Proposed driveway width and the distance between the sidewalk and curb from property lines; and trees, utilities, streetlights, hydro poles, or other fixtures and measurements from all of these to your proposed driveway and property lines. All measurements are to be in metres.
Depending on the type of work being done to an entrance, fees can range between $0.00 to $500.00+.
Curb Cuts
$20.00 – Entrance Application Fee
$250.00 Curb Cut Minimum (up to 5m) $45.00/metre over 5 m
$1,200.00 Mobilization fee charged by the Company (one time charge)
There are two options that is provided to you with respect to the $1,200 Mobilization charge:
- $1,200.00 is divided by each homeowner to try to lessen the cost. Eg: Provide the contractor a list of 10 locations the cost would equal to $120.00 to each homeowner.
- or - - If you are in a rush and are willing to pay the $1,200.00 Mobilization charge, arrangements will be made for such.
The deposit covers the cost of the Property Entrance Application Fee, Curb Cut(s), Mobilization and Applicable Taxes (HST). Permits in excess of the $500.00 deposit will be required to pay the difference.
Note: Any remaining amounts will be returned to you following the final inspection by the Engineering Department.
Please note that the curb removal is for removal services only. It is responsibility of the property owner to remove and dispose of the concrete and debris that has been removed.
Types of Entrance Permits
Temporary Entrance:
This permit allows property owners to install an entrance onto a property without providing a lot grading plan. This permit is popular for vacant lot owners who wish to clean their lot prior to having plans to build. This permit is only good for six (6) months before a lot grading plan must be submitted or an additional permit must be submitted and paid for.
Requirements: sketch of property with dimensions and location of entrance. Entrance location to be staked out on property.
Permanent Entrance:
This permit allows a property owner to install an entrance onto a property with the submission of a lot grading plan. This permit is only good for one (1) year before the entrance must be installed and a final inspection meets Municipal standards.
Requirements: lot grading plan, sketch of property with dimensions and location of entrance. Entrance location to be staked out on property.
Change in design/location:
This permit allows a property owner to make alterations to the entrance including widening and relocation. This permits expires after one (1) year from the approval date and must pass the final inspection conducted by the Town to the expiration date or a new permit must be submitted and pair for.

Paving/Culvert Replacement:
This permit allows property owners to pave their entrance or replace damage culverts for no cost (property owners assume cost of culvert and installation fees. The Town requires this permit for paving to ensure the paved entrance is property tied into the roadway to avoid damage to Municipal equipment such as snowplows. This permit is also used to track the replacement/age of culverts installed on the Municipal road allowance.

Why do I need an Entrance Permit? |
Entrance permits are mandatory for the installation or alteration to all entrances within the Town of Midland to ensure proper installation and avoid possible drainage issues or damage. The Town must inspect the entrances, as they are tied into the Municipality owned road allowance and to ensure the entrance does not interfere with the condition or regular maintenance of the road. |
Why is there a cost for an Entrance Permit? |
The cost of an entrance permit is determined by the type of entrance permit; however, the two main fees can be broke down as follows: $20.00 = payable at the time the entrance permit application is submitted and covers the cost of inspections, administration tasks such as document creating and permit tracking. $480.00= This fee is in addition to the fee above and is required to cover costs for the contractor. Following a final inspection the remaining amount is reimbursed to the property owner. |
Are there restrictions as to where an existing entrance can be installed on my property? |
All entrances must be a minimum of 3 metres away from property lines and utilities such as hydro poles or bell boxes. Other variables may need to be considered based on the location of the property. |
What is the maximum width my entrance can be? |
The maximum culvert length allowance is 14 metres; however, property features may cause restrictions. |
How do I know if I need a culvert or not? |
Once an Entrance Permit is applied for, a Town Inspector will review the property / entrance location and determine the need for and size of the culvert required. This will be noted on the permit and returned to the property owner. |
What is a modification? |
A modification to an existing entrance includes, but is not limited to: Widening of an existing entrance; Alterations to existing grade or drainage; Alterations to the base or sub-base of an existing driveway. |
Am I required to obtain an Entrance permit if I wanted to pave my driveway? |
Yes. You are required to obtain an entrance permit if you are paving or resurfacing an existing entrance; however, no fee applies. This is to ensure the entrance is in accordance with the Engineering Development Standards as well as ensuring the safety of the public and the protection of Municipal equipment, ie: snow plows. |
Does the Town install the entrance / culvert? |
No. It is the responsibility of the applicant to have the entrance / culvert installed. |
May I install the entrance myself? |
Yes you may, but you must supply the Town with the Certificate of Insurance in the minimum amount of $2 million in General Liability and that the Certificate names "The Corporation of the Town of Midland as an additional insured." |
I want to widen my existing driveway, can I do this? |
Yes, it is a modification permit where the Town takes the information and forwards it to the appropriate inspectors who will complete an on-site inspection to determine if the work can be completed. Once approval has been granted, the permit will be issued. |
Does the Town do curb cutting? |
Yes. The municipality hires a contractor |
Are underground infrastructure locates required? |
Yes. Provincial legislation requires infrastructure locates to be completed any time you are breaking ground. Whomever, is completing the work is responsible for calling Ontario One Call (ON1Call) for no charge infrastructure locates. Allow 5 to 10 business days for locates to be completed. |
Can I install a concrete or interlocking brick driveway? |
Yes. However, should any portion of the driveway within the road allowance need to be repaired or replaced by the Town, it will only be restored with asphalt at the Town's cost. Replacement with concrete or interlocking brick will be at the expense of the property owner; however, the Town may provide a monetary contribution equal to the cost of an asphalt installation. |
