Approved 2025 Budget

The 2025 Budget was approved by Town Council on January 30, 2025. The municipal budget provides a balanced approach to investing in the critical infrastructure while ensuring fiscal responsibility.

The approved budget represents a 4.54% levy increase with an estimated 3.95% blended rate. For a homeowner this means a monthly increase of $5.42 per month per $100,000 of residential property assessment.

The approved 2025 Budget summaries will be available soon.


Building the 2025 Draft Budget 

Each year, staff and Council work on a budget that allows Midland to foster a healthy community and continue growing. The operating and capital budgets aim to keep the services moving and our Town sustainable. 

Whenever the snow is plowed on your street, whenever you enjoy a sunny day at a new Town playground or at the Midland Harbour, or when a road is being paved - all of these services are your tax dollars at work.

Stay informed on the Town of Midland's budget process. Exact dates to be confirmed.
July 18 to October 15, 2024 - Budget Engagement Survey
We want to hear from you! We appreciate your opinion on the budget and the budget process. 
December 2024 - Draft 2025 Budget Presentation at Council
The Draft 2025 Budget Presentation will take place at the Regular Council meeting.
December 16, 2024 - Draft Budget released to the Public 
The 2025 Draft Budget will be posted on the Town website for public view. 
December 2024 to January 2025 - Public and Council Q&A Period
Your opportunity to review the budget and ask questions. No responses between Dec 24 to Jan 3. 
January 15, 2025 - Draft Budget Public Meeting 
Attend or watch the public meeting, and provide comments to Council.
January 28-30, 2025 - Council Budget Deliberations and Adoption
Town Council meet with Staff to discuss and consider approval of the 2025 Draft Budget.
January 2025 - Agencies, Boards and Commissions (ABCs) Presentations 
During Council Budget Deliberations, ABC's present budget requests to Council.

Park Enhancements

The Town budget allows for focus to be placed on enhancing features and the functionality of parks and recreational spaces in Midland. It is important to keep these areas vibrant and open for the community.

Maintaining Infrastructure 

Continuing to invest in Midland's infrastructure ensures residents and visitors will continue to benefit from reliable and safe roads, sidewalks, storm ponds, and underground pipes for many years.

Emergency Services

The Town budget ensures residents have access to safe and efficient emergency services like Fire, Police and Paramedics.

Maintenance Operations

Throughout the year, Town staff work around the clock to ensure mandatory and preventative maintenance takes place: filling a pot hole, plowing a road, winter sand removal, hydrant flushing, etc. These important everyday tasks come directly from the Town budget.

Community and Special Events

Creating opportunities for residents to gather with their community and experience Midland in new ways fosters a healthy life. The Town budget directly supports special events and festivals, which boosts tourism and supports local businesses. 

 

Budget FAQ 

Who determines the property assessment value?

The Municipal Property Assessment Corporation (MPAC) determines the value of your property.For more information on your property assessment value, contact MPAC at 1-866-296-6722 or visit mpac.ca.

 How is the tax rate determined?

There are a number of factors that determine the tax rate, including County and Education rates, new assessment growth and the Town’s annual budget.

How are my taxes spent?

Property taxes are the primary source of funding for services. Other sources include grants, user fees and reserves.

Total 2025 Budget:

  • The approved operating budget is $39 M.

  • The approved capital budget includes $66 M in new capital requests.

What are Budget documents?

Budget documents will outline a municipality's financial story and set spending targets for municipal programs, services and initiatives. The Budget is an important element for transparency and communication between Town and citizens.

What is an Operating Budget?

The Operating Budget supports the Town plans for day-to-day operations, including salaries, utilities and supplies to perform Town services. 

What is a Capital Budget?

Capital Budget is where the Town plans for the future, identifies how to pay for integral infrastructure projects, addresses community need, as well as Council directions and goals. 

What MPAC Assessment cycle are we in?

The 2024 property assessment will continue to be based on fully phased-in January 1, 2016 values. Due to the Ontario government extending the postponement of a province-wide reassessment through the end of the 2021-2024 assessment cycle.
