Midland Online Zoning Tool
By-law 2004-90 is now available as an online searchable map in order to determine the zoning of any property in Town. The new Midland Online Zoning Tool applies zoning on an individual property basis rather than showing the overall areas or “zones” that are depicted on the Zoning Schedules to the By-law. By connecting the zoning to the
parcel level, the online zoning tool permits users to find zoning for a property with an address search or by using standard zoom and pan tools. This information is presented both in a list and on a map.
How to Find Your Zoning
The following steps will lead you through the process for determining the zoning of your property. The full Adobe version of the Town of Midland Zoning By-law 2004-90 is made available on the Town website which can be accessed by clicking the “Zoning By-Law” button below the mapping window of the Midland Online Zoning Tool application. Please note that confirmation of the zoning of any property and the regulations and zoning provisions that apply should be sought through the Town’s Planning Department, by contacting ext. 2215 and asking for Zoning Information. A Planning First application for a Zoning Certificate can also be obtained, free of charge, to confirm that a proposed construction project will comply with the zoning for that property.
To view the zoning for your property (Please read all instructions before going to the map):
Open the Zoning By-law application
Enter the address of the property you want to know the zoning for in the Search bar and then select it from the drop-down list of results
The app will navigate to the selected property in the mapping window and the zoning codes for the property will appear in the Zoning Information section along with the area of each zone
Alternatively, you can pan and/or zoom within the map to find properties and zoning codes
Once you have found the property, click on “Highlight” button in the Address Information section to confirm it is the correct property and record the zoning code for future reference
If there are multiple zone types on a single property, you can highlight the individual zones by clicking “Highlight” beside the zone you wish to feature
Click the “Zoning By-Law” button below the mapping window to open a copy of Zoning By-law 2004-90 which describes zones by each category (residential, commercial, etc.) in greater detail
Zone Codes – Explanation
Each property is designated by a zone code that is formed from one or more parts; usually a letter designating the major land use type (e.g. R for Residential) and a number to define a land use subtype (e.g. Industrial “M2”). Exceptions can also apply to specific properties (e.g. R2-18) with “18” being the exception that applies to a particular property or properties. Zoning By-law 2004-90 that is contained in the online tool has been prepared for reference purposes only. Every effort is made to ensure the accuracy of this information; however it is not to be used in place of the actual by-law. Zoning By-law 2004-90 can be obtained at the Town Office or by downloading the Adobe version. The zoning information that is presented is a representation sourced from Geographic Information Systems and is not based on a legal survey. In the event of a discrepancy between the zoning information contained in the Midland Online Zoning Tool and the information contained in the records and by-law of the Town, the information contained in the records and by-law of the Town shall be deemed conclusive. Under no circumstances shall the Town be liable for any direct, indirect, special, punitive, incidental, or consequential damages arising out of the use of, or the inability to use this zoning tool. Zoning maps should always be referred to in conjunction with the text of the zoning by-law.
What is zoning?
Zoning is an important tool for the municipality as it promotes compatible land uses and encourages the development in an orderly fashion of a variety of mixed uses throughout the community. The Zoning By-law conforms to the land uses designations in the Official Plan by providing detailed regulations pertaining to each Zone. These regulations include the permitted land use, maximum building height, minimum setbacks of buildings from property lines, maximum lot coverage, minimum lot sizes and minimum on site parking requirements. Issues such as accessory buildings, pool locations and home occupations are also addressed.
The Town of Midland's Zoning By-law 2004-90, as amended, is the document which regulates the use of land, building or structure and can be downloaded below.
Accompanying the text of the Zoning By-law is Schedule "A" Zone Schedules. The zone schedules are divided in a grid pattern for easy viewing. Please refer to the Index Grid to identify the appropriate zone schedule to refer to.
Zoning By-law Amendments
Zoning By-law Amendments are applications to change the Town of Midland Zoning By-law to allow a use or building which the By-law does not currently allow. The Zoning By-law Amendment process takes approximately three (3) to five (5) months. Please fill out a Zoning By-law Amendment Application to get started.
Zoning Compliance Letter
A Zoning Compliance Letter is a letter prepared by the Planning and Building Services Department to confirm the zoning and permitted uses on a particular property. This letter is often required for a variety of licensing purposes. Property owners may obtain a Zoning Compliance letter by submitting to the Planning and Building Services Department a letter specifying the property address and the proposed use. The fee for a Zoning Compliance Letter is $100.00.

Community Improvement Plans
The Town of Midland has a Community Improvement Project Area and a Community Improvement Plan for the Downtown pursuant to Section 28 of the Planning Act. The formal process of formulating the Plan commenced in 2003 with the approval of the Town of Midland Official Plan, advanced significantly with the completion and adoption by Council of the Downtown Master Plan and Community Improvement Plan in 2015, and has culminated in 2016 with the adoption of this Plan by Council by By-law 2016-56 on August 22, 2016.
The Community Improvement Plan (CIP) includes a set of goals and objectives that are consistent with the Downtown Master Plan and Community Improvement Plan and a set of revitalization initiatives in accordance with Section 28 of the Planning Act.
The Downtown Community Improvement Plan applies to the lands within the Community Improvement Project Area as described in the Plan and By-law 2016-56. The Project Area corresponds with the limits of the Downtown District as described in the Town of Midland Official Plan and as described in the Downtown Master Plan and Community Improvement Plan.
Two incentive programs for property owners in the Downtown already exist. One is the Town policy to waive Development Charges on new commercial and residential developments in Downtown. The second is the Façade Program administered and funded by the BIA, which offers grants to cover 50% of the cost of exterior façade improvements, such as repainting, restoration, window and sign replacements, up to a maximum grant of $3,000. Both of these programs will be continued.
Revitalization efforts will be focused on encouraging the development and redevelopment of privately held lands in the Downtown. This Plan will implement a comprehensive package of the following three component programs to stimulate investment in buildings that require improvements to meet current building code requirements, or require improvement in their façade or business entrance for appearance or accessibility requirements.
This CIP provides three (3) programs to offset the costs of site improvements and development in the Downtown:

The Town has the capability to print in colour and copy in black and white large format plans and mapping products. The cost for prints is based on the number of pages, page size and colour use. Site-specific area maps may also be created upon request at an additional cost.
The Town has the a variety of large-sized maps available for purchase inclduing: Official Plan Maps, Zoning Map, Street Name Map, Historical Town Boundary Map identifying amalgamations, Assessment Maps, Ward and Poll Maps, Municipal Park Location Map and more. Several letter-sized maps, such as Tourist Information and Recreational Trail Maps, are available at the NSSRC, VIC and Town Hall for free.

The Municipality does not provide digital copies of maps with the exception of those that are available on this website.

Municipal Record Search
If you require information on a property in Town regarding information related to the Planning, Building and Fire Departments, you will be required to submit a Municipal Record Search Form. Typically, these forms are requested by solicitors performing a property transfer or placing a mortgage. Please fill out the top portion of the form as complete as possible and return it along with the accompanying fee(s) to the Planning Department. If a survey is included ensure that it is to scale.
The Municipal Record Search Fee is $50.00 with a response provided within five to seven days, upon receipt of the form and fee. A rush search request is $100.00 and provides a response time within 48 hours. If a survey is resubmitted after being returned with comments that it is not to scale or illegible, or if a survey is submitted after the Municipal Record Search Form, a fee of $25.00 will be charged.
Other municipal search options that are available include:
Subdivision Clearance Form and Site Plan Clearance a fee of $50.00 each, and Septic Search, a fee of $25.00. To receive a rush response within 48 hours, the fee doubles to $100.00 and $50.00 respectively.

applications, including but not limited to Official Plan Amendments, Zoning
By-law Amendments, Site Plan Control Approval, Plans of Subdivision, Plans of

Notice of Updated Planning Application Fees
On June 24, 2013, Council passed Official Plan Amendment 3 which establishes a mandatory Consultation Meeting with Town Staff for applications for a Plan of Subdivision, Plan of Condominium, Official Plan Amendment, Zoning By-law Amendment, Provisional Consent and/or Site Plan Approval. Applicants are also encouraged to consult with the Town for all other applications. For those applications with a mandatory Consultation Meeting, a
completed Consultation Form will be required as part of a complete application. This form should be downloaded, and the relevant sections filled out, prior to the Consultation Meeting.
On January 28, 2013, the Town of Midland resolved to require applicants to install approved Notice Signs for the following applications: Official Plan Amendment, Zoning By-law Amendment, Draft Plan of Subdivision and Draft Plan of Condominium.
