Departmental Division Overview

The Office of the CAO provides corporate leadership and oversight for the Town’s operations, ensuring high-quality service delivery and advancing Council’s strategic priorities. It works closely with all levels of government, agencies, businesses, and the community to support policy development and effective administration.

The Clerk’s Office supports Council’s decision-making process and ensures effective municipal governance. It manages corporate records, oversees Council and Committee meetings, administers elections, and issues marriage and lottery licenses. The office also upholds transparency, privacy, and public access to information as required by the Municipal Act.

The Finance Division provides financial leadership to the organization and supports Council’s strategic priorities through business planning, budgeting, financial reporting, and asset management. Fire and Emergency Services

Departmental Division Overview

The Midland Fire Department protects public safety through emergency response, fire prevention, inspections, code enforcement, and public education. It also supports emergency management, coordinates with local service providers, and assists in managing public events.

Digital Government, Customer & Recreation Services

Departmental Division Overview

The Customer Experience team is committed to delivering high-quality customer service through phone, email, in person, and online channels. It focuses on enhancing service delivery and expanding access to online options. The Communications division ensures clear and timely communication with residents through the Town’s website, social media, print materials, and visual storytelling.

The office is open for walk-in services Monday to Friday, 8:30am–4:30pm. Please note that hours may vary on statutory holidays.

The Legal and Risk Management Division plays a key role in protecting the organization by providing legal services, managing insurance and claims, reviewing and negotiating documents, and handling real estate matters. Its main goals are to safeguard the corporation, mitigate risks, and support informed decision-making across all departments. For general inquiries, email legal@midland.ca.

The IT Services Division manages the Town’s technology and equipment, ensuring smooth operation of information systems, resolving technical issues, and protecting data through security and disaster recovery. Its key goals are to maintain reliable technology, safeguard systems, and introduce tools that enhance communication and productivity.

The Recreation Division oversees the operation and maintenance of the Town’s 120,000 square foot multi-use facility, the Bourgeois Community Centre, managing events, rentals, programs, and ice maintenance. It ensures a clean, safe, and welcoming space for residents, visitors, and athletes. The facility includes two ice pads, a double gym, meeting rooms, and a 560-seat community hall. The division also oversees the Midland Harbour, offering quality docking services and welcoming international cruise ships.

Community & Growth

The Planning Division supports sustainable development and Council’s strategic priorities through land use planning that balances growth, environmental protection, and community needs.

Key responsibilities include managing development applications, advising Council, and ensuring alignment with provincial, County, and Town planning policies. The team also provides project oversight and responds to market trends to support a complete and resilient community.

The Building division's overall goal is to ensures public health and safety by administering building permits, conducting inspections, and enforcing the Ontario Building Code. It reviews architectural and engineering plans, responds to code violation complaints, and provides guidance on permit requirements to support safe and responsible community development. The By-law Division is dedicated to maintaining a safe, clean, and visually appealing community through the administration of licensing and parking programs, regular bylaw reviews, and consistent enforcement. By promoting compliance and accountability, the division supports a high quality of life for residents, protects public spaces, and helps create a stable environment for local businesses.

Infrastructure Services

Departmental Division Overview

The Engineering Division focuses on delivering safe, efficient, and sustainable infrastructure through long-term capital planning and the design and construction of key Town assets, including water, wastewater, stormwater, and roads. By maintaining service levels and supporting critical infrastructure, the division helps enhance quality of life for residents and contributes to the Town’s growth and long-term resilience. The Operations Division implements sustainable maintenance plans to meet regulatory standards for roads, sidewalks, parking lots, parks, forestry, and gardens. Through year-round programs, it ensures public safety, accessibility, traffic flow, and provides safe recreational spaces. The Mid-Pen Transit supports economic development and quality of life by providing reliable and affordable public transportation six days a week, including conventional and specialized services. In partnership with Penetanguishene, community groups, and the County of Simcoe, the program focuses on growing ridership, improving the customer experience, and maintaining service reliability. The Water and Wastewater Division ensures the delivery of clean, safe drinking water and efficient wastewater services to over 19,000 residents.
