Town of Midland staff developed a Waterfront Master Plan with consultants from The Planning Partnership (TPP). This plan provides recommendations on how the Town should guide and manage growth and change along the Midland Bay shoreline. 

A master plan is a big-picture plan that helps guide how an area will grow and change over time and helps the Town make informed decisions when planning for the future. Midland’s waterfront is one of the most important and loved parts of the community. Having a Waterfront Master Plan:

  • supports environmental stewardship
  • enhances connectivity to the waterfront
  • creates economic development and tourism opportunities

Timeline

February–April 2025: Understanding the Context

The consultant completed an inventory of lands along the shoreline looking at things like existing and planned use, building form, natural and cultural heritage, trails, roads, parking and views. 

March 2025: Notice to Public

Waterfront property owners notified of the initiation of the Waterfront Master Plan. 

April–June 2025: Draft Waterfront Vision

A vision was prepared, possible initiatives and a waterfront framework were identified. 

June 19, 2025: Community Workshop

Three Waterfront Master Plan workshops took place on June 19, 2025 to engage on vision, possible initiatives and a waterfront framework. Read the presentation from the June 2025 workshops.

June–August 2025: Public Survey

Survey open for residents to share ideas. 

June–October 2025: Preparation

The Waterfront Master Plan was prepared including phasing, order of magnitude costs and actions for implementation. 

November 2025: Community Conversation

The draft of the Waterfront Master Plan is in presentation format for the purpose of public consultation and was presented to Council on November 5th, 2025. Two November 19 public information sessions provided an opportunity to review a summary of the draft Waterfront Master Plan and learn about recommendations for trails, water’s edge parks and other public lands, boating, shoreline stewardship, wayfinding, signage and guidelines for new development. 

December 2025 – January 2026: Preparation of Final Draft

The project team are compiling public feedback and preparing a final draft of the Waterfront Master Plan. 

February 2026: Recommendation Staff Report

At its February 25th, 2026, meeting, Town Council received staff report CSR-2026-018 which recommended the following:  

  • That the final draft of the Waterfront Master Plan, prepared by The Planning Partnership, and dated February 12, 2026, be approved;  
  • That a Waterfront Master Plan implementation working group, consisting of Town Staff and led by the Executive Director, Community and Growth or their designate, be established to implement the Waterfront MasterPlan.

Town Council accepted the staff report and approved these recommendations by passing resolution COW-2026-8, and Town staff began the process of implementing the Waterfront Master Plan as per its implementation strategy.

A shoreline inventory is an assessment of the current state of the waterfront and its assets which includes the shipping port, cruise ship port, public boat launch, several beaches/public water access points, marinas, natural and cultural heritage features, and private waterfront lots.
