Integrity Commissioner & Code of Conduct

Members of Midland Council recognize their obligation to serve constituents and the public conscientiously and diligently, understanding that, as community leaders, they are held to a higher standard of behavior and conduct.

Council Code of Conduct

Code of Conduct ensures that Members of Council share a common basis and understanding for acceptable conduct of Members of Council, in concert with and beyond the minimum standards of behaviour set out in the existing legislative framework. Integrity Commissioner

The Code of Conduct is administered by the Town's Integrity Commissioner. The Integrity Commissioner is an independent accountability officer given authority under the Municipal Act.

Town Council passed By-law 2019-5 appointing Principles Integrity, through its principals, Jeffrey A. Abrams and Janice Atwood-Petkovski, as the Integrity Commissioner for the Town of Midland.

Principles Integrity

The Integrity Commissioner's functions include:

  • Upon their request, advising members of Council, Council as a whole, and local boards on their obligations and responsibilities under the Code of Conduct, and any other legislation, rule or policy governing their ethical behaviour;
  • Receiving, assessing and, where appropriate, investigating complaints made by Council, a Member of Council, a member of a local Board, a staff member or a member of the public, on an alleged breach of the Code of Conduct;
  • Determining whether and how investigations will be conducted; and 
  • Reporting back to Council on whether an investigation's findings confirm a breach of the Code of Conduct.
