2024 Budget

The 2024 operating and capital budgets were approved by Council on February 1, 2024.  The documents below represent the approved operating and capital budgets, and include all changes made by Council during budget deliberations.

Budget Engagement Survey

September 1, 2023 to October 10, 2023 - Survey ran from September 1 to October 10. Thank you to everyone who responded and provided input. Results will be included on the Draft Budget Binder.

Draft 2024 Budget Presentation at Council

December 6, 2023 - The Draft 2024 Budget Presentation will take place at the Regular Council meeting.

Draft Budget released to the Public

December 11, 2023 - The 2024 Draft Budget will be posted on the Town website for public view.

Public and Council Q&A Period

December 13, 2023 to January 19, 2024 - Your opportunity to review the budget and ask questions.

January 17, 2024 - Attend or watch the public meeting, and provide comments to Council.

Council Budget Deliberations and Adoption

January 30 - February 1, 2024 - Town Council meet with Staff to discuss and consider approval of the 2024 Draft Budget.

Budget FAQ's

The Municipal Property Assessment Corporation (MPAC) determines the value of your property. For more information on your property assessment value, contact MPAC at 1-866-296-6722 or visit mpac.ca.

There are a number of factors that determine the tax rate, including County and Education rates, new assessment growth and the Town’s annual budget.

Property taxes are the primary source of funding for services and infrastructure. Other sources include grants, user fees and reserves. 

Budget documents will outline a municipality's financial story and set spending targets for municipal programs, services and initiatives. The Budget is an important element for transparency and communication between Town and citizens.

The Operating Budget supports the Town plans for day-to-day operations, including salaries, utilities and supplies to perform Town services. 

Capital Budget is where the Town plans for the future, identifies how to pay for integral infrastructure projects, addresses community need, as well as Council directions and goals.

The 2024 property assessment will continue to be based on fully phased-in January 1, 2016 values. Due to the Ontario government extending the postponement of a province-wide reassessment through the end of the 2021-2024 assessment cycle.

Winter Maintenance

Caring for the roads and sidewalks during the snowy months, comes directly from the Town budget. Staff work around the clock to keep the roads safe.

Park Enhancements

The Town Budget focuses on enhancing the features and functionality of Midland’s parks and recreational spaces, ensuring these areas remain vibrant, welcoming, and accessible to the community.

Emergency Services

The Town Budget ensures residents have access to safe and efficient emergency services like Fire, Police, and Paramedics, helping protect lives and maintain community well-being.

Renewal of Core Infrastructure

The replacement of aging infrastructure ensures that the community will continue to benefit from reliable and safe roads, sidewalks, and underground pipes.

Community and Special Events

Creating opportunities for residents to connect and experience Midland in new ways supports a healthy, vibrant community. The Town Budget directly funds special events and festivals that boost tourism and strengthen local businesses.
