Purpose: To regulate the removal, depositing, piling, and handling of snow and ice on public and private property within the Town of Midland. The by-law helps ensure safe movement on roads, sidewalks and other areas, and prevents snow from causing hazards or obstructions.

As per the definitions outlines in the by-law, “highway” means a common and public highway, street, avenue, parkway, driveway, square, place, bridge, viaduct or trestle, any part of which is intended for or used by the general public for the passage of vehicles and includes the area between the lateral property lines thereof.
General Provisions
No person may place, pile, or allow snow or ice to be placed in a way that creates safety hazards, obstructs public infrastructure, or interferes with transportation and emergency access. In general, this means:
- Snow and ice must not be deposited on roads, highway, sidewalks, or boulevards, or onto any property not owned or lawfully occupied by the person.
- Snow must not block sightlines for motorist, interfere with traffic, obstruct drainage systems, or impede snow-clearing operations.
- Snow must not be piled on or near fire hydrants, in accessible parking spaces, or in designated fire routes on private or municipal property.
- Snow may not be piled on boulevards that are not adjacent to the person’s property.
These provisions are intended to ensure public safety, visibility, accessibility, and efficient snow removal throughout the Town.
Exemptions
- The provisions of this By-law shall not apply to the Town of Midland, the County of Simcoe or the Ministry of Transportation of Ontario or any Agent acting on behalf of the Town, the County or the Ministry.
