Site Plan Approval provides the Town the opportunity to review the detailed aspects of a proposed development and ensure specific design requirements are met concerning site layout, building design, parking, access, servicing, grading and drainage, landscaping, vehicular and pedestrian circulation, lighting, screening, fencing, sustainable design features, etc. The process is governed by Section 41 of the Planning Act and Town's Site Plan By-law.
It’s important to determine if the property is subject to Site Plan Control before you begin the building permit application process, as Site Plan Approval is one of the requirements of a complete building permit application. The By-law does exempt certain types of development and those are noted in Section 6.
While not required, the Town strongly recommends that prospective developers and property owners apply for Pre-Submission review prior to submitting a new Site Plan Control application.
Site plan approval is a required process that you must follow for most developments including commercial, industrial, and some residential. It may also be required for building renovations or additions.
The purpose of a site plan approval is to review site design features and coordinate the following:
- Overall site design
- High quality building design
- Impact of the proposal on surrounding land uses
- Placement of buildings
- Landscaping
- Pedestrian movement and barrier-free design
- Grading, drainage and storm water management
- Parking, loading layout, vehicular access and maneuvering
All Site Plan Applications must include a Site Plan and a review of compliance with the Zoning By-law. A sample can be found under the Submission Resources heading.

How to Apply
If you've already applied and the Town has provided comments on the initial submission and revisions are required, please resubmit the materials using the application resubmission form.
Authority to approve Site Plan Applications has been delegated by Council to the Executive Director of Planning, Building, By-law (or designate) under the Delegation of Administrative & Signing Authority By-law.
