The East Pressure Zone Project is one of three water/wastewater infrastructure servicing projects that is being funded through the Province’s Housing-Enabling Water System Fund. The project will enhance the water and wastewater systems, promote growth, and enable housing in Midland.

The project includes:

  • A new water tower in the Southwest area of town near Hwy 12 and Hwy 93 to support future growth and expansion.
  • A new booster pumping station to create a new pressure zone in the Southwest, servicing new growth areas and addressing existing pressure constraints.
  • Over 1.4 km of new watermain to connect existing pressure zones and service expansion areas.

Budget

Town Council has approved a total budget of $23,529,231 for the project. 73% is funded through the Housing-Enabling Water Systems Fund Grant. 27% is approved funding through debt financing paid by Wastewater user rates and development charges.

Background

The Town completed a Wastewater Master Plan in 2021. Through this process it was determined that the east pressure zone does not have sufficient storage capacity and that it requires additional storage capacity of 4.67 ML.

In 2024, the Town of Midland applied to the Housing Enabling Water Systems Fund (HEWSF) grant. The application included significant upgrades and extensions to the Town’s water and wastewater infrastructure. The Town was successful in being selected to receive the grant. The Town is eligible to receive an allocation of up to 73% of total eligible costs for the East Pressure Zone project.

The East Pressure Zone Municipal Class Environmental Assessment (EA) was completed in May 2025. The study included input from Indigenous and technical stakeholders and the public. The preferred servicing solution for the Town was identified through this Class EA.
