(December 10, 2025, Midland ON) Midland Town Council has approved the 2026 municipal budget, balancing fiscal responsibility with investments that enhance quality of life and prepare Midland for long-term sustainability.
The approved budget represents a 3.15% blended tax rate increase in 2026. For a homeowner, this means a monthly increase of $4.50 per month per $100,000 of residential property assessment.
“As Mayor, I’m proud to see a budget that reflects our community’s vision and long-term sustainability,” said Mayor Bill Gordon. “I worked with staff under Ontario’s strong mayor powers to prepare this plan, while ensuring Council’s input and approval remained central to the process. I chose not to exercise my veto authority on Council’s amendments, reinforcing our commitment to collaboration and accountability. This budget balances fiscal responsibility with investments in roads, water systems, and community facilities to keep Midland strong and vibrant.”
Throughout the 2026 Budget process, residents were invited to share feedback through surveys, a public meeting, and online engagement opportunities.
Operating Budget
The $41.2 million operating budget focuses on maintaining reliable services and preparing for future needs. Key investments include:
- Increased by-law enforcement throughout the year, and during the summer months when calls for service increase, to proactively keep residents and property safe.
- Culture and tourism activities that promote community connections and economic development.
- Increased contributions to reserves to protect infrastructure for future generations.
Capital Budget
The $8.8 million capital budget focuses on infrastructure renewal and strategic improvements. Highlights and projects from the approved capital budget include:
- Road resurfacing and sidewalk repairs to maintain safe and accessible transportation routes.
- Fleet replacements to ensure efficient service delivery.
- Facility upgrades for community spaces and operational efficiency.
- Technology investments to improve service delivery and asset management.
- Water and wastewater projects, including planning for a new water storage facility to meet future demand.
These projects are supported by a 10-year capital plan totaling $209 million, ensuring Midland’s infrastructure remains strong and sustainable.
Agencies, Boards, & Commissions
Funding for local partners such as the Midland Public Library, Route 93 Innovation Hub, and Severn Sound Environmental Association ensures continued delivery of programs that enrich community life and protect our environment.
Approved Rate Supported Water & Wastewater Budget
The $9.85 million user-rate budget funds safe drinking water and efficient wastewater services. There will be a 4% increase for both water and wastewater (about $0.61 per week for a typical household). Benefits to residents include digital tools for easier billing and service access, and AI-driven infrastructure planning to reduce risk and improve efficiency.

The 2026 Budget directly supports Council’s five strategic priorities:
- Capital planning continues for Midland Bay Landing, creating a vibrant waterfront that attracts residents and visitors.
- Operational efficiencies and digital tools improve customer service and reduce costs.
