The Wastewater Treatment Centre (WWTC) Headworks Upgrade Project is one of three water/wastewater infrastructure servicing projects. The project will enhance the water and wastewater systems, promote growth, and enable housing in Midland. Construction commenced in March 2026.
The project includes decommissioning of the existing headworks facility and construction of a new headworks facility at the WWTC.
Budget
Town Council has approved a total budget of $18,373,842 for the project. 73% is funded through the Housing-Enabling Water Systems Fund Grant. 27% is approved funding through debt financing paid by Wastewater user rates and development charges.

Wastewater Master Plan | 2021
It was determined that the WWTC is inadequate to treat any future or 2041-projected wastewater flows.
Design & Tender | 2022–2025
The design was completed by Arcadis in summer 2025.
HEWSF Grant | 2024
Housing Enabling Water Systems Fund grant awarded to the Town of Midland to support the water/wastewater infrastructure servicing projects.
Tender & Review | August–December 2025
The construction project was out for tender between August and October 1, 2025.
Construction
Construction commenced in March 2026 and is anticipated to be complete in April 2027.
Background
The Town completed a Wastewater Master Plan in 2021. Through this process it was determined that the current headworks plant and equipment is adequate to treat current hydraulic flows; however, under existing peak flow conditions the WWTC is operating at capacity and is inadequate to treat any future or 2041-projected wastewater flows. Also, given the condition assessment completed at that time, the Life Cycle repairs and replacements as well as the like-for-like equipment replacements would not be recommended due to cost, scope creep and technologies which have now become obsolete.
In 2024, the Town of Midland applied to the Housing Enabling Water Systems Fund (HEWSF) grant. The application included significant upgrades and extensions to the Town’s water and wastewater infrastructure. The Town was successful in being selected to receive the grant. The Town is eligible to receive an allocation of up to 73% of total eligible costs.
