Towns of Midland and Penetanguishene seeking proposals to explore innovative microtransit systems

(July 25, 2025, Midland ON) The Towns of Midland and Penetanguishene are thrilled to release a joint Request for Proposals (RFP) to explore innovative microtransit systems that could, if approved, transform and potentially replace, the current conventional Mid-Pen Transit system. The release of this RFP marks a bold step toward providing a progressive, rider-focused transit experience that is cost-effective and affordable for both communities.

Microtransit is a flexible and affordable on-demand form of public transportation using smaller ride-share vehicles with app-based scheduling and fare payments, which provides a modern alternative to fixed-route conventional bus services. Midland and Penetanguishene are seeking proposals from innovative proponents with proven expertise in microtransit solutions to recommend strategies for implementing a new microtransit system for Midland and Penetanguishene.

“This RFP is an exciting opportunity for us to reimagine ways for our transit customers to move around town,” said Bill Gordon, Mayor of the Town of Midland. “Council is focused on making public transportation more adaptable, accessible and sustainable for Midland. Microtransit has been proven an effective alternative to transit buses offering convenient pick-up locations near customers that’s available when they need it.”

During the RFP process, the Mid-Pen Transit system will continue to operate without interruption.

“Partnering with the Town of Midland on this joint RFP is an exciting opportunity to explore how microtransit could reshape the way our residents experience public transportation.  This initiative reflects our shared commitment to innovation, sustainability, and delivering services that are both responsive and cost effective.  We look forward to seeing the potential creative solutions that come forward.”  Mayor Rawson, Town of Penetanguishene.

Following completion of the RFP process, Midland and Penetanguishene staff will provide separate, comprehensive reports to their respective Councils in early Fall 2025, outlining RFP results, anticipated benefits and recommended next steps. Council approval is required before moving the project forward. If approved, the next phase will be announced to the public outlining communications strategies and the process for anticipated future rollout of the programs.

The deadline for proposal submissions is August 25, 2025. Interested parties are encouraged to visit Midland’s Bids and Tenders portal at midland.ca/BidsTenders to download the full RFP document and submit their official proposal. Only bidders with registered accounts can access bid documents on the Town’s digital procurement system.
