Summary of Proposal
The purpose of the application is to rezone the lands to a site-specific exception zone to permit a Mixed-Use Apartment Building, increase the maximum building height, and increase the maximum permitted lot coverage. The approval of this Zoning By-law Amendment would facilitate the development of a mixed-use building consisting of two 12-storey (plus mechanical penthouse) towers connected by a four-storey podium. The building is proposed to contain 416 residential condominium units, 88 hotel units, and 106 square metres of retail floor area, as well as associated vehicle and bicycle parking and other amenity and accessory uses.
Technical Proposal
The effect of the Zoning By-law Amendment is to:- Rezone the lands from the Highway Commercial Zone (HC) to a site-specific exemption zone (HC-XX) in accordance with the following:
- Add “Apartment Building, Mixed Use” as a permitted use
- Increase the maximum building height from 11 metres to 44 metres, and
- Increase the maximum lot coverage from 50% to 52%.

The Zoning By-law Amendment was approved by Council on July 9, 2025 as By-law 2025-45. The Notice of Passing was issued and is subject to a 20-day appeal period.
